TOWN OF GILBERT MINUTES OF THE ARTS ADVISORY BOARD PUBLIC ART SUBCOMMITTEE REGULAR MEETING

MEMBERS ABSENT: None

STAFF PRESENT: Kimberly Grace, Cultural Arts Coordinator

CALL TO ORDER:

Alan Luse called the meeting to order at 6:40 p.m.

A motion was made by Betsy Harfst and seconded by José Benavides to approve the Meeting Minutes of December 10, 2002.

DISCUSSION/ACTION ITEMS

Municipal Office Building II

Chairman Alan Luse reported that the Arts Advisory Board approved the public release of the Request for Qualifications during the January 6 meeting. The committee discussed recommendations for potential panelists for the artist selection panel. The panel would include two Arts Advisory board members, with a member of the Public Art Subcommittee to act as Chair; staff who work in the facility; professionals and a resident of Gilbert. Chairman Luse stated that board member Elizabeth Cress-Sweet expressed a desire to be part of the selection panel. Committee member Lisa Bailey volunteered to Chair the panel. All agreed that Lisa Bailey and Elizabeth Cress-Sweet should both be on the selection panel. Ms. Grace reported that she has been in contact with Director of Building Safety & Code Compliance, Ray Patton, and he has agreed to sit on the panel. Committee member Betsy Harfst suggested that someone from Economic Development should also be asked to serve on the panel.

Public Safety Complex

The committee discussed the benefits of appointing a separate selection panel for each of the three projects versus one panel for everything. After discussion it was agreed that initially one selection panel, with representatives from each project, should review all the submitted Statements of Qualifications. The panel would make recommendations as to which artists should continue in the selection process and where their artwork might be best suited. At that time, the group would break into three separate panels  Police, Fire and Courts - to consider those artists. The number of meetings for each panel would depend, in part, on the quantity of submittals.

The committee discussed their personal preferences to serve on a selection panel and agreed to the following: Courts  Jose Benavides; Fire  Alan Luse; and Police  Betsy Harfst. Directors for each department would be invited to sit on the panel-at-large and for their project area. Chair Luse commented that Gilbert Fine Arts Association members could be asked to serve on any of the panels. Betsy Harfst asked if there were citizen advisory boards for Fire, Police and Courts. She indicated that the Police have an alumni group and there may be potential panelists there. Staff agreed to find out this information and report at the next meeting.

The next meeting will be on February 13, 2003 in Room 303, Municipal Center, at 6:30 PM
